Franklin Elementary School Construction FAQs

This FAQ provides answers to questions related to the construction project at Franklin Elementary School, located at 2400 Montana Avenue. It addresses topics including proposed work hours, parking, traffic, and student safety. The purpose is to provide clear information on how construction activities will be managed in coordination with school operations and the surrounding neighborhood.

Why is the District requesting an earlier start time?
The District is requesting a 7 a.m. weekday start instead of 8 a.m. to improve student safety by reducing overlap between construction traffic and morning drop-off. Most students arrive at the Idaho gate, and keeping drop-off there while shifting construction arrival earlier helps separate the two activities. The District reviewed traffic and circulation options with City staff, school staff, and parent representatives before developing this plan. A 7 a.m. start allows construction crews to arrive and stage before families begin arriving for school.

This change would apply Monday through Friday only. Saturday hours would remain unchanged (9 a.m. to 5 p.m.).


Where will construction workers park?
Workers will be instructed not to park on 23rd Street, 25th Street, or Idaho Avenue. Limited onsite parking will be provided, with additional parking on nearby non-adjacent streets. Parking conditions will be monitored and adjusted throughout the project as needed.


How will student safety be protected during construction?
Student safety is a top priority throughout construction. The District worked closely with school staff and parent groups who manage daily arrival and dismissal to help design a plan that separates construction activity from student traffic as much as possible. The contractor will be required to implement a site-specific safety plan, maintain secure fencing around construction areas, control site access, and coordinate activities with school administration to minimize impacts to students and staff. In accordance with District requirements, construction personnel will also be subject to applicable background check and student safety requirements. Construction zones will remain fully separated from school operations at all times.


Will there be food trucks for construction workers?
No. Food trucks are not part of the project.


How does the District ensure workforce compliance?
The District follows all public contracting requirements, including its Project Labor Agreement, which establishes workforce standards and compliance rules. Contractors and subcontractors are required to comply with all applicable federal, state, and local labor laws.
